Or say, if the fear value in your wife or your brother is high, he will not dare to plot against you. As long as your army is large, they will fear you (because army size will fix a minimum fear value), but if your army gets smaller for any reason, say vassal rebellions taking away huge parts of levies, the fear value will decrease and enemies that hate you will declare war. The neighbouring factions will not dare to declare war on you and they will be feel really scared, but will slowly start banding together and form alliances in case.
